Overview
Mr. McGroarty served a 30 year career with Fire services in California where he achieved the rank of Fire Chief for the City of La Habra in Orange County, California. He recently retired from the California Governors Office of Emergency Services, where he served as Deputy Chief, Fire and Rescue Branch, in charge of Special Operations. Mr. McGroarty possesses an extensive training and education background, currently providing instruction in large-scale disaster incident management, focusing on Unified Command Operations using ICS, SEMS, and NIMS. Mr. McGroarty also does Safety, Search and Rescue, Disaster First-Aid and Emergency Services training for Business and Industry.
Experience
Contract Instructor, CSTI. Currently works with California Specialized Training Institute on earthquake preparedness, exercise design, SEMS, NIMS ICS compliancy training at all levels. Have worked with Los Angeles City Fire & Police and San Francisco Fire & Police on specialized ICS Unified Command courses. (2002-currently)
Deputy Chief, Fire and Rescue Branch, Special Operations. He served as a member of the Fire and Rescue Branch Management Team, where he oversaw the State US&R Response Program, State/National US&R training program and Terrorism and Weapons of Mass Destruction related operations. His duties also included building collapse, flood and swift water rescue operations, special event planning, mass casualty response planning, metropolitan medical task force and HazMat operations planning, and other special operations functions. (2001-2004)
Fire Service. Served for 29 years with fire services including 10 years as an Emergency Medical Technician-Paramedic, 6 years as a Captain, 8 years as a Battalion Chief, and 7 years as Fire Chief for the City of La Habra in Orange County, California. During the past 25 years, specialized in Technical Heavy Rescue as a Senior Instructor in Heavy Rescue Systems for the California State Fire Marshals Office; Lead Instructor for the California Office of Emergency Services (OES); and FEMA Urban Search And Rescue (USAR) Response System Advanced Task Force training. (1976-2005)
Business and Industry. Mr. McGroarty has written many articles on Heavy Rescue. He developed a “Light Search and Rescue for Business and Industry” in 1990. The curriculum and title was updated to “A Common Sense Approach to Disaster Search and Rescue” in 1997. This program has been presented too many University of California campuses and several large and small businesses and industries from California to Missouri.
Notable Accomplishments:
Was a primary in the development of the California and FEMA Urban Search & Rescue Response Programs.
Worked with CA Emergency Medical Services Authority on their roll in the State Terrorist Threat Assessment Center and assisted in the development of a Statewide Multi-Casualty Incident Management Guideline.
Assisted in the instruction of a specialized ICS “Unified Command” course for the California Specialized Training Institute (CSTI)
Developed a report defining Public Health and Safety Training and Disaster Resource/Equipment Needs for local emergency first responders in the state
Researched and authored a standards of response coverage evaluation titled “Fire Department Staffing and Response Effectiveness Analysis”
Established a Fire Department based emergency ambulance transportation program that produces a positive revenue stream for the City of La Habra
Responded to the 9/11 attach on New York City’s World Trade Center as CA-OES Agency Representative
Responded to the Oklahoma City Bombing, responsible for Exterior Rescue and Command Operations
Responded to Armenia (Soviet Union) after the Earthquake in 1988 as a member of an International Association of Fire Chief’s delegation

Pat Jocius has over 26 years of emergency management experience. She has been the Emergency Manager in the cities of Sunnyvale, Cupertino, and San Mateo, and the county Emergency Manager for the national headquarters of Apple Computer, in Cupertino, California.
As a School Emergency Preparedness Consultant, Ms. Jocius has written numerous elementary, high school and universary emergency plans.
